COUNTY — As temperatures edge closer to freezing with each passing day, county and state officials are likely racing against the upcoming winter season to pull a $300,000 excavator (plus two other pieces of county-owned equipment that were sent in to try to retrieve it) out of a wetlands swamp in Scotch Plains where it has been mired in the muck for more than six weeks.
