Tuesday, April 2, Cranford Police responded to North Avenue East at the Garden State Parkway interchange on a report of a motor vehicle accident. After a brief investigation, police arrested Oscar Santiesteban, 54, of Roselle Park on charges of Driving While Intoxicated (DWI), Careless Driving and Reckless Driving. Santiesteban was released on a summons pending a municipal court hearing.
Thursday, April 4, police stopped a vehicle for avoiding a traffic signal and careless driving on North Avenue East at Arlington Road. After a brief investigation, the driver, Keith Gaines, 62, of Scotch Plains, was placed under arrest and charged with DWI, Avoiding a Traffic Signal, and Careless Driving. Gaines was released on a summons pending a municipal court hearing.
Friday, April 5, police stopped a motor vehicle for a motor vehicle violation on North Avenue West. After a brief investigation, police arrested the driver, Hristof Palomino, 26, of West Orange, on charges of Failure to Signal and No Registration in Possession. In addition, Palomino was detained for an open warrant originating in West Orange. A passenger, Gaelson Senesca, 27, of Newark, was arrested on charges of Presenting a Fraudulent Identification and Hindering. Senesca also was detained for open warrants originating in Orange, N.J. and Union County.
Saturday, April 6, police observed a 2023 Hyundai on South Avenue that matched the description of an earlier stolen motor vehicle broadcast. Police stopped the suspect vehicle on South Avenue and placed the driver, Gioy Leone, 33, of Brooklyn, N.Y., under arrest. Leone, who was charged with Receiving Stolen Property, was released on a summons pending a Superior Court hearing.
Saturday, April 6, Cranford Police responded to the 700 block of Walnut Avenue on a report of a motor vehicle accident involving a car that had rolled over. An investigation determined that Todd Morgan, 66, of Clark was operating a 2018 Jeep Cherokee on Walnut Avenue when he struck a parked vehicle. Morgan was transported to Overlook Medical Center and treated for non-life-threatening injuries and was charged with DWI and Careless Driving. He was released on a summons pending a municipal court hearing.

Tuesday, April 9, a resident of Pleasant Avenue reported that an unknown individual(s) attempted to open a Bloomingdale’s credit card in her name. The incident was documented by patrol officers.
Tuesday, April 9, a resident of Willoughby Road reported that he was contacted by an unknown individual regarding a Bitcoin payment. The resident reported that he was scammed into sending $4,500 via Bitcoin at the Kwick Mart located at 190 South Avenue. The incident was documented by patrol officers.
Tuesday, April 9, a resident of Shady Lane reported that an unknown individual made an online purchase at ShopRite in the victim’s name. The incident was documented by patrol officers.
Tuesday, April 9, a resident of Rainier Road reported an attempted burglary to their locked motor vehicle. The resident stated that an unknown individual pulled on the passenger-side door handle and attempted to gain entry. The incident was documented by patrol officers.
Thursday, April 11, a resident of Midway Avenue reported that his motor vehicle had just been burglarized. Patrol officers responded and noticed a male who matched the description given by the victim/witness in the area. A subsequent investigation led to the arrest of Waymon Phillips, 56, of Plainfield. Phillips was charged with multiple counts of burglary stemming from this incident and a previous incident in the borough.
Friday, April 12, a resident of Russell Road reported that his locked motor vehicle was burglarized during the overnight hours. The resident reported that there was no damage to the vehicle and that there did not appear to be forced entry. The resident reported $25 in cash missing from the vehicle. The incident was documented by patrol officers.

Monday, March 25, Matthew Edmund, 25, of Plainfield was arrested as the result of a motor vehicle stop. Edmund was stopped by police for driving an unregistered vehicle. It was determined that Edmund had a warrant out of the Mountainside Police Department in the amount of $750. He was given a new court date.
Tuesday, March 26, a resident of Richelieu Place reported that three cell phones were stolen from the front porch after a FedEx delivery. This matter is under investigation.

WESTFIELD
Tuesday, April 2, police conducted a motor vehicle stop in the area of North Avenue West and West Dudley Avenue. After an investigation, the driver of the vehicle, Rodney Christian, 59, of Scotch Plains, was placed under arrest and charged with Driving While Intoxicated (DWI). He was transported to Westfield Police Headquarters, where he was processed and released to a sober adult.
Wednesday, April 3, a resident of the 500 block of Carleton Road reported being a victim of fraud. An unknown person claiming to be a representative from Santander Bank contacted the complainant that day asking for security answers. The complainant then observed a fraudulent withdrawal from their Santander account in the amount of $599 the next day.
Wednesday, April 3, Marvin Basilio-Zapata, 32, of Scotch Plains was arrested on Thursday, April 4, following an investigation into an altercation that occurred one day prior inside a business located in the Central Business District on the 100 block of East Broad Street. During this altercation, Basilio-Zapata pulled out a handheld crossbow and pointed it towards a business patron, causing alarm. Basilio-Zapata was later charged with Possession of a Weapon For Unlawful Purpose and Unlawful Possession of a Weapon. Basilio-Zapata was subsequently committed to the Union County jail pending a first-appearance court date.
Thursday, April 4, a resident of the 200 block of Harrison Avenue reported being the victim of fraud. The complainant stated that he was attempting to sell a ladder rack and toolbox for $600. He was contacted by a potential buyer who sent him a fake check for $600 via U.S. Mail.
Thursday, April 4, a resident of the 100 block of Sussex Street reported an incident of fraud. The resident stated that while reviewing their annual credit report they noticed unauthorized accounts from Verizon Wireless. Upon contacting Verizon Wireless, it was learned that this account was closed with an outstanding balance of $5,000 and only connected to the complainant through their Social Security number.
Saturday, April 6, Jaelynn Quittley, 24, of Belleville was arrested on the strength of an outstanding warrant out of Newark Municipal Court. Quittley was placed under arrest after an investigation was conducted as a result of a motor vehicle stop at New Providence Road and Dunn Parkway. Quittley signed the appropriate paperwork acknowledging her new court date and was released from the scene on her own recognizance.
Saturday, April 6, Vincent Fumero, 39, of Garwood was arrested on the 500 block of North Avenue East on an outstanding Union County Sheriff’s warrant, with bail set at $9,753. Fumero was processed and transferred to the Union County jail in lieu of bail.
Monday, April 8, a resident of the 700 block of Hanford Place reported an incident of burglary and theft. According to the resident, on April 5, at approximately 6:30 p.m., while her motor vehicle was parked on Quimby Street, an unknown suspect(s) entered her vehicle without her consent and stole a $1,000 cell phone.
Tuesday, April 9, a Scudder Road resident reported that an unknown suspect(s) used their identity to access an account with a financial institution. The suspect then electronically transferred amounts of funds from the resident’s account. These fraudulently-transferred funds were removed from the account they were transferred into. Currently, the victim has suffered a monetary loss. The resident additionally reported being the victim of identity theft; specifically, that the unknown suspect(s) attempted to open lines of credit with a financial institution in their name. The resident stated that they are unaware who opened the account without their authorization or what exact information was used to open the account.
Tuesday, April 9, a resident of the 800 block of Sherbrooke Drive reported being the victim of identity theft; specifically, that an unknown suspect(s) established a credit-card account with a financial institution in their name. The resident stated that they are unaware who opened the account without their authorization or what information was used to open the account. The victim reports no financial loss at this time.
Tuesday, April 9, unknown suspects entered Westfield in a stolen motor vehicle and committed a motor vehicle burglary on the 1300 block of Summit Avenue. The suspects removed approximately $1,500 worth of property from the vehicle. Westfield Police Department personnel located the suspects in the vehicle on Tamaques Way shortly after the burglary occurred, at which time the suspect vehicle fled the area at a high rate of speed. The suspect vehicle was not reported stolen at the time of this incident.
Thursday, April 11, a resident of Normandy Drive reported a suspicious incident which occurred during the overnight hours between April 11 and April 12. Surveillance video captured a suspicious motor vehicle, described as an older-model, dark-colored sedan, traveling at a slow rate of speed towards Rahway Avenue at approximately 4 a.m. It appeared that the front passenger of the vehicle was utilizing a handheld flashlight and illuminating the front yards of residences as the vehicle traveled. The vehicle appeared to turn on to Rahway Avenue and was not observed again.
Thursday, April 11, a victim on the 100 block of North Avenue West reported suspicious activity regarding her wireless phone service to her provider. It was later discovered that the victim’s phone service had been fraudulently changed to an unknown device and used by an unknown suspect. The suspect also used the victim’s phone and personal information to make purchases online and in stores. These purchases totaled approximately $6,289.
Friday, April 12, Gregory Hatzisavvas, 37, of Westfield was placed under arrest and charged with DWI, after being found in operation of a motor vehicle near East Broad Street and North Avenue West. Hatzisavvas was transported to the Westfield Police Department, where he was processed and released to a sober adult with a future court date.
